Position Overview: The Warden serves as the chief executive officer of the Torrance County Detention Facility, providing overall leadership and executive oversight for all aspects of facility operations. This role is responsible for ensuring secure, efficient, and humane management of the facility while maintaining strict compliance with CoreCivic policies and procedures, Immigration and Customs Enforcement (ICE) contract requirements, and all applicable laws and regulations.
Key Responsibilities Include:

Providing overall responsibility for facility operations, including security, safety, staff management, detainee care and programming, and fiscal accountability

Serving as the primary liaison with CoreCivic executive leadership, corporate officers, and the ICE contracting partner

Developing, implementing, and monitoring facility policies, procedures, and programs to ensure compliance with contractual and regulatory standards

Overseeing recruitment, training, supervision, performance management, and discipline of facility staff

Ensuring the safety and security of staff, detainees, visitors, and the surrounding community through effective security practices and emergency preparedness

Managing facility budgets, resource allocation, and cost control measures

Responding to grievances, litigation matters, audits, and regulatory inspections

Maintaining effective relationships with external stakeholders, including ICE, law enforcement, community organizations, and the public

Serving as the on-site executive authority for crisis management and critical decision-making

Promoting a culture of professionalism, accountability, and humane treatment consistent with CoreCivic standards
Qualifications:

Bachelor’s degree from an accredited college or university is required, preferably in Social or Behavioral Sciences

Ten years of correctional experience with increasing responsibility, including at least two years at the Assistant Warden level or higher

Additional qualifying supervisory correctional experience may substitute for education on a year-for-year basis

Demonstrated knowledge of correctional facility management, applicable laws and regulations, and supervisory and training principles

Proficiency in Microsoft Office applications

Valid driver’s license required

Minimum age requirement of 21
